Integrated Replication Strategy of Sofia was adopted by Sofia City Council on 25th July 2019
As a result of numerous Smarter Together workshops and seminars on identifying and implementing possible intelligent measures and solutions, mainly in the areas of energy efficiency and mobility, and after consultations and discussions with project partners and local stakeholders, the Sofia project team has prepared the Sofia Replication Strategy, which aims to offer the introduction of smart solutions already implemented in the Lighthouse Cities.
The focus of the Strategy is on two potentially applicable "smart" solutions in Sofia:
1. Installation of energy monitoring and management systems in public buildings
After analysis of the current energy consumption and discussions with the stakeholders, two kindergartens were selected to apply energy monitoring and management. Kindergarten 2 „Zvanche“ and Kindergarten 191 „Prikazka bez krai“ are located in the target districts of Smarter Together project and both have potential for energy savings through optimization of energy consumption.
Kindergartens were renovated in the past 10 years and the proposed solution for energy management will improve energy performance through optimization of heat energy consumption and utilization of renewable energy in Kindergarten 191 and control of electricity consumption in Kindergarten 2.Energy savings of about 5-10% are expected and increasing share of renewables in the final energy consumption.
2. Building an infrastructure for charging electric vehicles
On the territory of Sofia Municipality the electric vehicles park free of charge in the on-street short-term paid parking zones and are exempt from annual local tax. However, the distribution of electric vehicles in the capital is still very low. By 2017 in Sofia are registered about 250 electric vehicles with over 680 000 vehicles in total. Currently in Sofia are registered 710 electric vehicles (October 2019). There is a significant growth trend.
A tender procedure for placement of 50 charging points at 25 locations in different zones on the territory of Sofia Municipality was started in March 2019. Currently the tender procedure is ongoing.
In order to participate in the tender procedure, the charging infrastructure proposed by the tenderers, must meet certain technical specifications and operating conditions. These requirements are in line with the good practices and lessons learned from the Lighthouse cities, as well as with the provisions of Directive 2014/94/EU.
The locations for placement of recharging stations are grouped into three groups, depending on the range they fall into, namely:
- locations in the "blue zone" (a central short-term paid parking zone of the city);
- locations in the "green zone" (peripheral to the central short-term paid parking zone of the city);
- locations outside the short-term paid parking zones.
The development of EV charging infrastructure is a key precondition for the boosting the electrical mobility in Sofia.
Increasing the number of electric vehicles and facilitating the construction of the charging infrastructure will contribute to the significant reduction of carbon emissions, noise reduction in urban/suburban agglomerations and improvement of the air quality in the capital. The developed strategy and proposed measures for promotion of clean automobile technologies are the basis that will provide a favorable environment and conditions for the development of e-mobility in Sofia.
