Eight e-mobility stations to complement the existing public transport infrastructure (regional trains and local buses) in Neuaubing-Westkreuz. 
At the e-mobility stations, local residents find:

  • E-car sharing vehicles
  • Public bike rental system “MVG Rad”

What is the current implementation status/ what is the current activity step?
In the current activity step the mobility stations are designed and planned, the first four locations for mobility stations are defined.

Have there been changes regarding the planned solution? 
Currently only one (not two) mobility station is planned on private property. The other discussed private locations were rated as not suitable due to limited visibility or high efforts for the agreement process, alternative mobility concepts or high costs for temporary solutions.

Which project steps were performed since the last project reporting?    
The first four locations for mobility stations were defined.

Which risks & challenges is the project currently facing?
  • Unexpected objections (i.e. from local residents or local authorities) can occur during the whole planning and implementation process of the mobility stations. 
  • Numerous agreements are necessary and stakeholders have different planning, organizational or legal interests.

Which lessons learned can be derived up to this point from the implementation process?

Planning:

  • early involvement with stakeholders and target groups for user-centered mix of services
  • early considerations of potential locations: include all planning requirements early on, e.g. fire protection regulations, traffic restrictions, public space, clearances, ecological conditions, etc.
  • Involve urban planning department in the decision on the location of the station.
  • Public space: combined participation and consultation procedure for the issuance of the special use permit 
  • Draft detailed timelines (including involvement, approval processes and construction times)

Next step is the preliminary coordination for the implementation of the mobility stations. Furthermore, a general design concept is developed at the moment. 

Are there additional steps planned due to occurred challenges? 
Intense search for location due to requirements on best possible conditions for usage and acceptance by citizens and coordination with local political authorities.

Which risks & challenges is the project currently facing?
  • Legal issues are particularly relevant on private ground. 
  • The “Spartenverfahren”, a mandatory standard approval process of all affected public agencies, is lengthy with often unpredictable outcomes. 
  • Lengthy coordination processes in a strictly regulated environment including, ecological construction supervision for the protection of trees; construction of foundations for components, power lines, telecommunications, conduits; necessary works for soil compaction, etc.
Which previously identified risks and challenges have you managed successfully and how

Complex coordination procedures with cooperation partners (contract, timetable, requirements, IT integration)
=> Regular meetings for coordination (components, electricity, construction, planning office…)

Which lessons learned can be derived up to this point from the implementation process?

Procurement procedure for components and underground works:

  • Tendering of civil engineering work and surface work (by external companies) 
  • Ordering of individual components (for several stations at the same time)
What could be done better in comparable future projects (what needs to be done and what needs to be prevented)?

Planning lead-time has to be considered: Location planning takes a long time and diverse departments have to participate (green space planning, traffic planning…)

Please shortly outline the next steps planned for the implementation of the project.
The other four stations are now in pre-coordination and the design planning will start in mid-October. Subsequently they can run the formal approval procedure.  The overall design concept has to be developed and discussed further.

What is the current implementation status/ what is the current activity step?    
Second batch of mobility stations (opening latest in M36) are currently being designed and planned in detail. 
Call for tender for the underground engineering was started. Bids from public tender have been received in March 2018 (M26). Opening of four stations in July/August 2018.
Mobility station on private ground is still in planning/search for solution because a combination between interests of city departments and owner takes more time than anticipated.

Which risks & challenges is the project currently facing?
  • Position of the mobility components on private ground has to be clarified. There are different concerns/legal barriers from municipal departments and communal law and interests of owner. 
  • Lengthy coordination processes in a strictly regulated environment including ecological construction supervision for the protection of trees; construction of foundations for components, power lines, telecommunications, conduits; necessary works for soil compaction, etc.
  • Long leadtimes for procurement of mobility components, especially e-vehicles and batteries

Lessons Learned and Recommendations

Which lessons learned can be derived up to this point from the implementation process?

Commissioning and installation 

  • No storage of components possible, coordinate delivery with completion of the station!
  • Testing components for functionality after delivery (including the connection to GPS, etc.) 

Operation

  • Approval of surface works / mobility station including technical examination (also connection to app etc.)
What could be done better in comparable future projects (what needs to be done and what needs to be prevented)?
  • Define a process for interdepartmental cooperation and plan longer lead times. 
  • The consultation procedure should be simplified, as too time-consuming
