Counselling for homeowners in order to provide information, support decision-making process and accompany the refurbishment works.

Until end of the project, the refurbished surface in the project consists of five objects and a total of more than 20.000 m². Three of the objects are owned by home owner associations built in the 60ies and 70ies. The other objects are both social housings, one of these is a building of culture heritage, built in 1930.
As the target groups are primarily private home owner associations, intensive advice and support is necessary. The Munich findings and recommendations (refurbishment roadmap) will be extremely useful for replication within Munich and other European cities since approximately 40% of homes in EU countries are owned by private home associations.

Details

Smarter Together Munich is pooling the comprehensive expertise of various involved project partners for consulting owners of residential buildings and targeting the implementation of energy efficient set of measures.
In case of implementing refurbishment measures and renewable energy systems with high potential for energy savings or energy generating, the owners recieve an additional project specific EU funding.
The involved project partners will support all interested owners and home owners associations during the time of the project. The established structure of the counselling team of MGS in the project area will continue this consulting offer even after the project is finished, yet the EU funding is available only during the project period.

  • Acquisition of suitable ongoing refurbishment projects with new objects from private home-owners associations identified for refurbishment. Some previously identified private home-owners associations have taken negative decisions.
  • Support for planning and implementation of the refurbishment process in preparation

Support to the decision-making of private home owners associations requires more time than anticipated. There is a high risk of delays in the planning and implementation process of the refurbishment measures.

Which risks & challenges is the project currently facing?
  • Very little interest of key stakeholder (building owners) in energy efficiency/refurbishment measures and lack of knowledge
  • Moderate effort and costs for consulting set-up and infrastructure in Accordance to saved energy and t CO2 and private investitions for refurbishment measures (app. 30€/t CO2 of consulting costs and 300€/m² of private investitions for refurbishment)
  • Long initial phase (app. 1 year) until the offer of consulting is visible and used by building owners
  • Up to 15% of consulted living surface was followed by implementation of refurbishment measures

  • Consulting for refurbishment is a time consuming job with uncertain outcome
  • There is a need of establishing a constant local and public (producer-independent) team with technical, legal and financing knowledge in order to moderate the refurbishment projects during the whole process (identification of objects, acquisition, preliminary analysis, planning, decision  making, implementation of measures, monitoring)

What is the current implementation status/ what is the current activity step?

  • The previously identified private home-owners association has taken a negative decision and postponed refurbishment post 2018. 
  • Two objects have completed their refurbishment without requesting or awaiting funding support because of urgent maintenance works. Some projects decided to reduce the planned refurbishment measures to a minimum due to a lack of consensus in given ownership structures. 
  • Preliminary planning and decision-making support is ongoing for two objects. Support for planning and implementation of the refurbishment process is in the early stages for three new objects.

  1. Support to the decision-making of private home owner associations requires more time than anticipated. There is a high risk of delays in the planning and implementation process of the refurbishment measures due to uncertain funding schemes and procedures

What is the current implementation status/ what is the current activity step?    

  • The refurbishment SMARTER TOGETHER -Team in Munich successfully finished the consultancy during the initial and planning phase in one case. The project will start to refurbish in September 2018 (WEG Radolfzeller Str. 40-46).
  • Due to another positive decision for planning (not yet implementing) the team is accompanying the ongoing detailed planning process and the preparation for call of bits (should start in September/October 2018) (WEG Wiesenthauerstr. 16).

The consultancy process is on time. 

Have there been changes regarding the planned solution? 
The changes occurred in the focused objects. The consultancy team optimized its process continually to the lessons learned over the last years, working in the project area.
