Overall technology stack

MBUS-based metering units will be installed at each site (meters for warm water and electricity).
The data will be collected on site and will be delivered to the SCADA system of MA34 (municipal department, operation of city-wide SCADA systems). Afterwards the data will be transferred to the Central Data Management System.

In total, there will be 29 metering units for warm water, 21 metering units for electrical energy and 2 meters for natural gas consumption being installed in the Lighthouse city demo region (Simmering).

The planning of the extent of the monitoring was finished. The needs and wishes of the relevant stakeholders were coordinated. The business-as-usual monitoring was supplemented by additional data collection needed especially for the project monitoring. The aim was to keep the additional effort (and costs) as low as possible for all data not needed after the end of the project.

Which risks & challenges is the project currently facing?

There is the possibility that in the social housing complexes, some flats are connected neither to the gas nor to the district heating network but heated by individual wood-fired stoves. They have to be identified and the monitoring plan has to be adapted.

The cost allocation between the different project partners was not defined sufficiently during the proposal phase.

On the national level, a tight cooperation with the data platform and the realization projects is necessary.

The data platform needs the specification of the data properties for programming the platform and later the data transfer as input to the platform.

The monitoring was not accepted fully by all relevant stakeholders, mostly due to perceived legal data protection and legal privacy issues related to the collection of end-user data.
The topic was addressed in length and the need for detailed information on these issues was satisfied.

Were external (not yet captured) lessons learned or best practices relevant for the project development? How did they support the project development and implementation?  Would this example a good add on for the WIKI?
The legal framework as well as the process with the national actors was treated in the national project „Smart City Demo Aspen “.
It is rather not suitable for the WIKI as the content is specifically based on the Austrian framework and therefore not transferable to other countries.
Were internal recommendations, lessons learned or best practices relevant for the project development (from the WIKI)? How did they support the project development and implementation?

Is the development/ implementation of the project affected/ supported by the peer-to-peer knowledge exchange and cooperative problem solving in SMARTER TOGETHER? How did the peer-to-peer process support the project?

The baseline data (historical consumption data and maintenance costs) will be collected. Subsequently the installation of the monitoring equipment will start depending on the progress of the realization projects.

Additional data for the customers connected to the gas and to the district heating network will be collected and correlated to identify if flats heated by individual stoves are present. If there are any, the tenants will be contacted (possibly by the GB*) to find out about their previous consumption.

Which risks & challenges is the project currently facing?

Processes are going through many actors and nodes. Bringing thematic experts, data suppliers and technical developers together is a challenge
 

Which lessons learned can be derived up to this point from the implementation process?

Solution could be implemented fast and directly, and with vm9 an application is ready. In future a dedicated data manager has to coordinate things, since this are quite complex processes. It needs know-how and developer capacity very close/directly at the city to implement use cases fast and get potential of open source possibilities by FIWARE
